Housing Element Open House

The City of Lake Forest is excited to present the public draft of the City’s 2021-2029 Housing Element. To help facilitate the public review process, the City will host an Open House on the Housing Element on Thursday October 7, 2021 from 5:30-6:30 PM in the Maple Room at City Hall. Housing Element Virtual Workshop

The Lake Forest City Council will hold a Study Session to discuss the General Plan Update at a special meeting on Thursday December 19, 2019 at 5:00 PM. Please note that the Study Session will occur at the new City of Lake Forest Civic Center located at 100 Civic Center Drive, Lake Forest, CA 92610.

The Study Session is intended to serve as an opportunity for the City Council to review and discuss the General Plan Policy Document and Draft EIR in advance of any formal action or hearing. No Council action will be taken at the Study Session. The public is invited to attend the Study Session to hear the City Council discussion first-hand. All are welcome to attend.

The second of two Open Houses will be held on Wednesday November 13, 2019 at the Lake Forest City Hall from 5:00 PM - 6:30 PM. Draft EIR Comment Period

The City of Lake Forest has prepared a Draft Environmental Impact Report (EIR) for the General Plan project. The 45-day public comment period on the Draft EIR begins on Friday November 8, 2019 and concludes on Monday December 23, 2019.

Comments on the Draft EIR must be submitted in writing to:

This briefing includes a summary of work completed in Phase 2 of the General Plan Update project and an overview of the Phase 3 Work Program. GPAC Meeting #6 - Land Use Themes

The sixth meeting of the General Plan Advisory Committee (GPAC) is scheduled for Thursday March 7, 2019 at 6:30 PM at Lake Forest City Hall.

At this meeting the GPAC will be presented with the Land Use Themes Report. This Report looks at different land use theme options for the five focus areas identified by the community that warranted special land use attention. These areas include:

  • Foothill Ranch Towne Center

  • El Toro Road Corridor

  • Lake Forest Drive Corridor

  • Civic Center Area

  • Light Industrial/Rail Line

Up to three possible land use themes will be considered for each focus area. For each theme, the Land Use Themes Report will present information on potential impacts of the theme related to population, housing, nonresidential development, jobs, infrastructure, traffic, and fiscal sustainability.

The GPAC will provide their feedback on the themes and this feedback, along with the Land Use Themes Report, will be presented to the City Council for their consideration at their regularly scheduled City Council meeting on March 19, 2019.

General Plan Advisory Committee Statement of Interest

The City invites individuals interested in participating as a member of the General Plan Advisory Committee (GPAC) to submit a Statement of Interest to the City of Lake Forest Community Development Department for consideration. City Staff will select GPAC members in accordance with the composition approved by the City Council using a range of available information, including individual Statements of Interest, City Council recommendations, and consultation with groups and organizations. Interested persons who are not appointed to the GPAC are encouraged to attend the GPAC regular meetings and provide their input during the scheduled public comment period.  Please complete and return your Statement of Interest by 5:00 PM on Friday August 10, 2018 in order to be considered for this opportunity.
