Over the course of the project, the Existing Conditions Report, Land Use Themes Report, Draft General Plan, and related documents will be prepared. As the Draft General Plan and related documents are published, they will be posted to this page.
The City of Lake Forest has issued a Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the General Plan Update. The NOP provides an opportunity for the public and agencies to provide the City with input regarding topics that should be addressed in the EIR. A Scoping Meeting to receive public comments will be held on Tuesday, September 24, 2019 at 6:00 p.m. at the Lake Forest City Hall, located at 25550 Commercentre Drive, Lake Forest, CA 92630. Comments on the environmental issues that should be addressed in the General Plan EIR may also be submitted in writing to: Gayle Ackerman, AICP, Director of Community Development, 25550 Commercentre Drive, Suite 100, Lake Forest, CA 92630. Written comments must be received by October 4, 2019 at 6:00 p.m. Copies of the NOP are available at City Hall, at the address provided above, and using the link below.

Draft Goal and Policy Sets
In the summer and fall of 2019, the General Plan Advisory Committee will review and comment on Administrative Draft Goal and Policy Sets for the General Plan. Please see the GPAC Meeting Page for additional detail regarding this process and electronic copies of the Administrate Draft Goal and Policy Sets. Following GPAC’s review, a Public Hearing Draft General Plan will be prepared and shared with the community, Planning Commission, and City Council for review and input.
The City Council provided direction to City Staff and the Consultant team regarding the land use themes to study for each focus area. This direction is recorded as part of the Benchmark Plan, which will be thoroughly analyzed in an Environmental Impact Report (EIR). The General Plan Policy Document and the EIR will be presented to the Planning Commission and City Council at a series of public hearings, at which time changes or modifications to the Policy Document, including the Benchmark Plan, can be make prior to General Plan approval.
March 19 City Council Agenda Item: Land Use Themes Discussion
At their regularly scheduled meeting on March 19, 2019, the City Council reviewed the Land Use Themes Report, discussed the five focus areas considered in the Report, and considered the feedback on these Focus Areas provided by the General Plan Advisory Committee. The City Council provided City Staff and the Consultant team with direction on what land uses should be reflected on the Benchmark Plan, which will be thoroughly analyzed in an Environmental Impact Report. Preparation of the Benchmark Plan does not represent final policy direction or approval of a new land use map. The Benchmark Plan, General Plan Policy Document, and Environmental Impact Report will be presented to Planning Commission and City Council through a series of public hearings in late 2019/early 2020. As part of this public review process, the City Council can make changes to the Benchmark Plan, if desired. The City’s existing General Plan Land Use Map remains fully applicable until such time as a new General Plan is adopted by the City Council.

The City of Lake Forest's Current General Plan was comprehensively prepared and adopted in 1994. Since that time, some sections of the Current General Plan have been amended. Below are links to the most recent versions of the Current General Plan for the City of Lake Forest.
