Welcome to the Lake Forest Housing Element and Public Safety Element update website. All local governments (cities and counties) in California are required to adopt a comprehensive General Plan to guide land use planning decisions. The Housing and Public Safety Elements are mandatory elements of the General Plan.
In June of 2020, the City Council adopted the Lake Forest 2040 General Plan, which represented a comprehensive update to all elements of the City’s General Plan, except for its Housing Element. The Housing Element is the only element required to be updated at regular intervals. The current adopted Housing Element covers the period 2013-2021 and must be updated for the next planning cycle (“6th Cycle”) covering the period 2021-2029.
The City Council adopted the City’s 2021-2029 Housing Element (the “6th Cycle” Housing Element) on January 4, 2022. The City is in the process of updating its Safety Element, which is scheduled for review by the City’s Planning Commission and City Council in Spring 2022.
